LSr David Chang Leng Hua is a Licensed Land Surveyor and Principal/Director with over 30 years of professional experience in Land Surveying, Geospatial Engineering, and Hydrography. Born on 5 October 1960, he has established a strong reputation in both public service and private consultancy, demonstrating leadership and technical expertise across a wide range of surveying disciplines. He holds a Master of Philosophy in Engineering Surveying and Space Geodesy from the University of Nottingham, along with a Bachelor’s Degree and Diploma in Land Surveying from Universiti Teknologi Malaysia. His qualifications are further strengthened by certifications in Hydrography (FIG/IHO/ICA Category A), Underground Utility Detection Survey (CUUDS), and Remote Pilot Competency. His academic and professional excellence has earned him multiple awards, including Best Academic Performance and Public Service Excellence recognitions. David began his career with the Department of Survey and Mapping Malaysia (JUPEM) in 1992, serving until 2011 and rising to Principal Assistant Director. He contributed significantly to national geospatial initiatives such as MyRTKnet, GDM2000, and MyGeoid, as well as international boundary and geospatial system projects. Since 2011, he has led Perunding Ukur DC (PUDC) as a Licensed Land Surveyor. His expertise includes cadastral and strata surveys, engineering and deformation monitoring, GNSS and geodetic surveys, hydrography, underground utility detection, and advanced technologies such as UAV, LiDAR, and mobile mapping. His portfolio includes major infrastructure and urban development projects across Malaysia. He is a registered surveyor with LJT and an active member of RISM and PEJUTA, contributing to professional committees in hydrography and spatial information management.
